Stephen ran two workshops for NMSI when they were developing the Rapid City concept for the York Central 'teardrop' site.  The most successful of these was in the Concrete Works, an empty factory building owned by the Railway Museum.

Multi disciplinary team including Fletcher Priest architects, Imagination exhibition designers and Vector-Foiltec, engineers and architects.  Janet Carding ran the project under the Planning and Development Unit banner at NMSI.  Andrew Leitch succeeded Janet as Head of PDU in 2006.
